De l’« or noir » au « sang rouge »

Variations sur le nouveau fascisme extractif

1- L’extractivisme constitue l’un des ressorts structurels de la « démocratie américaine » [1]. Loin de relever d’un accident ou d’une dérive ponctuelle, il s’inscrit dans une histoire longue où la conquête territoriale, l’appropriation des ressources et l’ingénierie juridique précèdent et conditionnent l’extension des droits politiques. Le récit national, souvent présenté comme une progression linéaire vers la liberté [2], repose, en réalité, sur une mythologie téléologique qui tend à effacer, masquer ou esthétiser les violences constitutives de l’« ordre démocratique » [3]. Walter Benjamin rappelait que l’histoire écrite par les vainqueurs transforme, systématiquement, l’état d’exception en nécessité rétrospective [4]. Le cas des Osages, loin d’être marginal, révèle cette vérité enfouie : la démocratie ne suspend pas ses principes sous la pression extractive, elle fonctionne selon sa logique propre.

2- Le « Règne de la Terreur » qui frappe la nation Osage dans l’Oklahoma des années 1920 constitue ainsi une scène primitive de l’extractivisme moderne. Il ne s’agit pas seulement d’un épisode de violence raciale, mais d’une configuration politique complète, où le droit, l’économie et l’administration convergent pour produire une violence rationnelle. Achille Mbembe a désigné sous le terme de « nécropolitique » la capacité du pouvoir à décider des formes différentielles d’exposition à la mort [5]. Dans le cas Osage, cette décision n’est ni spectaculaire ni arbitraire : elle est médiatisée par des dispositifs juridiques, normalisée par des procédures, et rendue invisible par la routine administrative. L’extractivisme apparaît ainsi comme un régime de gouvernement avant d’être une politique sectorielle.

3- L’architecture légale de la dépossession se met en place avec le Osage Allotment Act de 1906. Sous couvert d’intégration et de protection, cette loi fragmente la souveraineté collective Osage en parcelles individuelles tout en maintenant les droits miniers sous contrôle fédéral. En déclarant les Osages « incompétents » pour gérer leur propre fortune, l’État institue un système de tutelle juridique – le guardianship [6] – qui transforme une population entière en mineurs civils. Ce dispositif ne relève pas d’un excès du droit, mais de son fonctionnement optimal : il produit l’incapacité comme catégorie administrative, condition nécessaire à la dépossession.

4- Comme l’a montré l’historien Louis F. Burns [7], ce cadre légal ne se contente pas de permettre la spoliation ; il la rend économiquement rationnelle. La mort devient un mécanisme de transfert patrimonial plus efficace que toute transaction. Le « Règne de la Terreur » apparaît dès lors comme une véritable bureaucratie du crime [8], dans laquelle l’assassinat cesse d’être une transgression pour devenir une opération intégrée à l’ordre légal.

5- La violence qui s’ensuit n’est pas le fait de marginaux, mais d’un écosystème de notables [9]. Médecins, juges, banquiers, hommes d’affaires participent à une chaîne de responsabilités fragmentées où chacun peut se déclarer innocent. L’État fédéral laisse faire, tant que le pétrole coule et que la rente circule [10]. Hannah Arendt a montré que cette dissémination de la responsabilité constitue la condition même de la « banalité du mal » [11]. Le crime devient une écriture comptable [12], dissimulée derrière des certificats médicaux, des décisions judiciaires et des actes notariés.

6- L’adaptation cinématographique de Martin Scorsese rend perceptible cette normalisation de l’horreur [13]. Le mal n’y apparaît pas comme une rupture, mais comme une forme de quotidienneté sociale. L’intervention tardive du FBI, sous la direction de J. Edgar Hoover, vise moins à démanteler le système qu’à restaurer la crédibilité symbolique de l’État fédéral [14], laissant intacte la structure extractive qui a rendu les crimes possibles.

7- Le lobby pétrolier contemporain constitue l’héritier direct de ces « gardiens » [15]. La figure a changé, mais la fonction demeure. Là où le tuteur individuel administrait la dépossession, le lobbying organise aujourd’hui une prédation systémique à l’échelle nationale et internationale. Par le financement massif des campagnes électorales via les Super PACs [16] et depuis l’arrêt Citizens United v. FEC [17], l’industrie fossile a acquis un pouvoir d’influence tel qu’elle peut neutraliser les politiques publiques contraires à ses intérêts [18].

8- Ce phénomène de « capture du régulateur » [19] ne relève pas d’une corruption accidentelle, mais d’une logique structurelle. Les agences censées protéger l’intérêt général sont dirigées par ceux qu’elles devraient contrôler. La violence ne prend plus la forme du meurtre direct, mais celle de la production de « zones de sacrifice » [20], où la dégradation sanitaire et écologique est considérée comme un coût acceptable. Comme dans l’Oklahoma des années 1920, certaines vies ne valent que par ce qu’elles ont sous leurs pieds [21].

9- C’est ici que l’analyse de Pier Paolo Pasolini s’avère décisive, d’une part dans Écrits corsaires [22], d’autre part notamment dans Pétrole [23], où il décrit l’émergence d’un « nouveau fascisme » technocratique, diffus, sans uniforme, fondé sur l’homogénéisation des désirs et la destruction des cultures subalternes. Le pétrole devient le symbole d’une société consumériste, porté par les structures opaques des compagnies pétrolières (incarnées par l’ENI en Italie). Le pétrole n’y est pas seulement une ressource, mais une technologie de pouvoir capable de remodeler les subjectivités [24]. Pour Pasolini, le pétrole est la substance alchimique d’un pouvoir qui détruit les cultures ancestrales pour leur substituer un vide uniformisé. Relu à cette lumière, le sort des Osages apparaît comme un moment inaugural de cette transformation anthropologique globale.

10- Le Projet 2025 marque l’aboutissement contemporain de cette logique [25]. Il ne s’agit plus de contourner les institutions écologiques, mais de les démanteler explicitement. En visant l’Agence de Protection de l’Environnement (EPA) et en disqualifiant la science climatique comme « idéologique » [26], et de licencier les experts scientifiques pour les remplacer par des agents politiques dévoués à la cause extractiviste, pour servir les intérêts de l’économie plutôt que les « agendas radicaux » du climat [27]. Le Projet entend supprimer toute médiation entre la ressource et le profit [28]. La continuité avec les tribunaux de l’Oklahoma est frappante : hier comme aujourd’hui, il s’agit de déclarer certains acteurs — peuples autochtones, scientifiques, communautés locales — « incompétents » pour décider de leur avenir [29]. « Le prochain gouvernement conservateur doit mettre fin à la guerre contre les énergies fossiles et remplacer l’obsession climatique par une quête de domination énergétique. » [30]

11- La violence devient alors performative [31]. Le passage du secret au cynisme constitue la mutation majeure entre 1920 et aujourd’hui. Là où William Hale opérait dans l’ombre, le slogan « Drill, baby, drill » revendique désormais la prédation comme programme politique [32]. Sinclair Lewis avait anticipé cette configuration, décrivant un fascisme qui se présente comme gestion efficace et prospérité promise [33].

12- Au premier semestre 2024, les contributions de l’industrie pétrolière aux candidats soutenant cette vision ont déjà dépassé les 141 millions de dollars [34]. Nous retrouvons ici le « double » pasolinien : une façade démocratique masquant une réalité prédatrice dont l’unique but est la perpétuation de la domination énergétique.

13- L’argument ultime est celui de l’« impossibilité » [35]. En déclarant irréaliste toute sortie du pétrole, le pouvoir ferme l’horizon du pensable. Herbert Marcuse a montré comment cette fermeture des possibles constitue l’un des traits majeurs des sociétés industrielles avancées [36]. La dépendance fossile devient ainsi une fatalité ontologique, et non un choix politique.

14- En figeant le pays dans une dépendance fossile, le pouvoir s’assure que la hiérarchie sociale reste inchangée. Pour rendre justice aux victimes du pétrole, il faut décoloniser notre rapport aux ressources et cesser de payer la « Note américaine » avec le sang des plus vulnérables [37]. Il faut briser la « note américaine » [38].

15- L’histoire des Osages nous enseigne que le capitalisme sauvage ne s’arrête jamais de lui-même. Il dévore jusqu’à la dernière goutte. Le lien entre les meurtres de l’Oklahoma et le Projet 2025 est une filiation idéologique indéniable. Pour rendre justice aux victimes, il faut démanteler l’alliance entre le derrick et la loi, et rendre à l’État sa mission de protection du vivant plutôt que de gardien du profit.

16- Le projet « Willow » en Alaska illustre la permanence coloniale de cette logique [39]. Sous couvert de sécurité énergétique, il reconduit l’arrachement de la terre. Frantz Fanon écrivait que pour le colonisé, la terre est la valeur la plus essentielle car elle apporte le pain et la dignité [40]. En 2025, la dépossession n’est plus seulement physique (le meurtre), elle est biologique (la destruction de l’écosystème nourricier). La dépossession ne concerne pas seulement la ressource, mais les conditions mêmes de l’existence.

17- La justification régalienne s’est métamorphosée [41], passant du paternalisme racial au patriotisme technocratique. En 1920, l’État intervenait au nom d’un paternalisme moral et racial, justifiant la spoliation par la prétendue « protection des incompétents ». En 2025, le discours s’est déplacé vers un impératif technocratique et patriotique : la « sécurité énergétique nationale ». Dans les deux cas, l’argument d’intérêt supérieur sert à masquer l’éviction des droits locaux et individuels.

18- Malgré un siècle d’intervalle, les acteurs qui captent la valeur restent structurellement les mêmes [42]. Au système de prédation artisanale des notables locaux et des premières majors pétrolières (Big Oil) des années 1920 succède aujourd’hui un réseau complexe d’actionnaires mondiaux et de conglomérats fossiles. La richesse est extraite du territoire mais ne s’y fixe jamais, s’évaporant vers les centres financiers.

19- La méthode de domination s’est affinée [43]. Là où le système Osage reposait sur une tutelle raciste directe (guardianship), privant les individus de leur autonomie juridique sur une base ethnique, le projet néoconservateur moderne privilégie la dérégulation administrative. En démantelant les normes environnementales et les procédures de consultation, l’État n’a plus besoin de déclarer l’individu « incompétent » : il rend simplement sa voix juridiquement inaudible face à la puissance des projets industriels.
